The Tehachapi Watershed Planning Project funded by the California Resources Agency began in 1961. In 1983, initial PL566 congressional funding was obtained for a flood control project to protect the City of Tehachapi. This project was made possible through the efforts of the following sponsors: TCCWD, Tehachapi Resource Conservation District, USDA Soil Conservation Service, City of Tehachapi and the Kern County Water Agency. 

The TCCWD Flood Control Project includes:

 

  • Diversion Channels from Highline Road north on Dennison Road to Tehachapi Airport, and into Tehachapi Creek. It was completed in 1988;
  • Antelope Dam - A 764 acre foot storm water collection facility which was completed in 1986.
  • It is also being used as a groundwater recharge site for the Tehachapi Basin.
  • Blackburn Dam - A 710 acre foot storm water collection facility, completed in 1990.
